The thing is he may have been taken back to his mother's parish for the christening - this sometimes happened.

There were many other christenings with the same parents in the parish of Kingsclere so it look unlikely it is him.

In 1841 there was a family with parents John Higgs 55? Martha 40 and children Sarah 15, James 12, Mary 10 and William 7 living in Hazeley Heath which could be worth investigating.

In the 1881 cen it has him born Hazley but you say he could have been chrisened at kingsclere. And there is no rec of him near Hazley?.

The christening on the IGI could be your Charles but based on the other births listed to the same couple on the IGI is more likely to the Charles and family listed below.

The family I listed above in Hazelely Heath were still living there in 1851 with both children William and Mary listed as born in Hazeley and could be your Charles siblings. The christinings for the parish may not be on the IGI and you may have to check at the County Record Office.
