Electoral register

Does anyone know what rules govern access to the electoral register? I want to search for search for relatives after the 1911 census and I have an address but would like to know who was living there at a specific time. Any ideas other than the register?

You would need to go to the library for the area you are interested in, normaly the Local Studies Library, they are searchable by address only

Only those eligible to vote will be recorded............so take into account the electoral franchise in operation at any given time
