where can i get access to canadian birth records and marriage records?

You really need to know the province that the event occurred in. BMD's are a provincial responsibilty and each province has their own records. Some are online but nothing recent.

There are some Manitoba BMD's here:

Although births are more than 100 years ago, marriages 80 and deaths 70.
