1911 census help plz

Hi ev1 xx

I think I may have found my great nanna on the 1911 census (tho there are 2 possablities tho im sure this is the one that is mine)
in 1911 she was aged 22 and was a servant in a institution. Now my q's is this was she an imate or was she working there? the reason I ask this as my nan was born (out of wedlock) the following year her mum was living as a domestic cook/servant hence why I believe this is the right person.

The other possability was only 13 in 1911 so would have been 14 when my nan was born and was listed as a scholar in 1911.

What kind of institution is it?

This is just a guess but I believe she would be working there. I thought sensitive material was being withheld until 2012. This includes prisons & asylums.

this is what it says

Dodd Ethel age 22 sex F relationship Servant

Institution name Basford workhouse & infirmary Highbury Road Nottingham.

So do you think this one is more likely to be my relative than the 13 yr old?

I would have thought if it states the relationship as servant then she worked in the workhouse. It would say inmate if she was a resident.
