Does it say who made the declaration?
It would seem that the birth was possibly registered after the required 42 days period after birth.
Perhaps special wording is used at such times ?

As it appears to have been a late registration, the mother may have had to make the statuary declaration to that effect.

It can apply where a birth was registered in another part of the same county from where the actual birth took place....
or possibly outside of the 42 days registration time.

I'd forgotten about the different area, ....

We have a 1904 birth cert. where the child's birth place is some miles from the area given as an address of the informant, -the mother.
We think she went back to her parents' home to give birth, rather than be on her own in a new area, where her husband(the child's father) was in the police force.
