Right, well if you were to order his death certificate, if from the General Register Office in Southport, Merseyside. Then this should help: -

Source: www.freebmd.org.uk
Deaths Jan-Feb-Mar Quarter of 1882 (>99%)
Surname: WELFARE
First Name(s) Cornelius John
Age:17 District Medway
Vol: 2a
Page: 324

If you were to order from the local register office, in your case, you would have to contact them, see below: -

Email : [email protected]
Telephone : 01634 338899
Fax: 01634 338913
Medway Register Office
Northgate
Rochester
Kent ME1 1LS
Minicom : 01634 333111

Hope this helps. You say that it had corner's orders, is this from the burial record as these would be in the parish registers at the local record office or LDS Centre.

I decided to have a look for him on the 1881 census. I see his name there is Wellfair and the transcription has him born in Russia! The original says Sussex.

Get the death cert first £7 from GRO online using the ref given. That will tell you what he died from. Or you could have a go at googling his name and the date to see if anything comes up on the net. Mind you that name could be a pain for googling. Put in Welfare genealogy.
