I work as a funeral arranger and a private "grave" or "plot" as it is sometimes called is where the family have purchased a grave for their use only. They own it for how ever many years the grant is. If the family could not afford this as was often the case many years ago the deceased would be buried in a "public" or "common" grave. Sometimes these grave held up to eight people.

My Understanding of "Private Burial' is that it is for immediate family onlyie; wife & children or invitation.

i did wonder if it could mean that the burial was performed without any religious ceremony but a quick 'google' seems to bring up references to burial on private land.

This makes interesting reading...
