changing name by deed poll

Does anybody know how I would go about finding somebody who has perhaps changed their name by deed poll in the last 20 years?

You dont need to change your name by deed poll, you simply tell all relevant persons and institutions etc. and then use your new name.

Why do you think this person has changed their name?

I was trying to find somebody for a friend and the information she gave me was that she thought he had maybe changed his name. I was wondering if there was a register for this, but obviously not. It's like looking for a needle in a haystack.
