marriage certificate

I have got a marriage certificate for an ancestor joseph Drawbridge and a Sarah Ann East where it asks for their age it says (full) or looks like full. I wondered if this meant they were 18 years of age or am I barking up the wrong tree. They got married on May 10th 1863. I would greatly appreciate some help with this, thanks. It means they should be 21 years or older - so up to dotage. It can also mean they are lying and have said they are that age in order to marry without parental consent.

Find them on the 1861 census by checking for the fathers name and occupation which will be on the certificate.
