Hull - Shropshire, not Yorkshire

My great-great-grandfather George Levi is listed in the 1871 census with a birth of 'abt 1842, Hull, Shropshire, England' although later censuses show his birthplace as Hull, Yorkshire, England.

Anyone able to shed light on what's going on here? Other searches have shown that he's not the only person listed as being born in Hull, Shropshire. I would like to grab a birth certificate, but seem unable to find a GRO listing for him.

That could work, though it's strange that other records also show people being born in Hull, Shropshire (have a google of it and a few 'birth records' on family sites come up. The transposing seems to be just that the census takers wrote county then town.

What puzzles me most of all is that even though it's after 1837, I cannot find a listing for his birth. I've got his death certificate, but would like to take his line further. I'm wondering as well how reliable Jewish congregations were at registering with the civil authorities.

Well next step is ordering the marriage certificate so let's see what that turns up. After that, I'll have to work out how to contact the relevant shtetl or even which one it might be.
