You need to write to the mayor of the departement in which the birth occurred.

French genealogy guide can be found here

If your French is rubbish I think there is a pro forma available on that site.

Have you tried asking the same question on the message boards of the Rootsweb and/or genforum.genealogy websites. Go to their country boards, click on France, and ask away....I'm sure you'll find plenty of help from like-minded people researching their French ancestry.
