Workhouse Brick Wall - Help needed

Looking at maps of the area north of Birmingham, Dudley (in Worcestershire) is due west of West Bromwich (Staffordshire? - yes, historically), and there is Hill Top golf course just east of there.

Gertrude and Annie's births are registered in West Bromwich in 1868 and 1873:

Trying an alternative theory, there is another niece and sibling in Worcestershire in 1881 - Gertrude Beeman aged 12 and her little sister Annie aged 7. If this is the right one, she would be 17 in 1891, and it should just be possible for her to have a 2 year old daughter. Looking at the workhouse returns, it looks less like the transcribed 37, and more like 27 (or possibly even 17). The girl in 1881 is stated to be born at Hill Top Staffordshire, but is living in Dudley by the time she is 7. She might therefore not know her place of birth.

NB Easily disproved if we can locate Annie Beeman (b abt 1874) elsewhere on the 1891 census

A bit more.
On 1881 Edwin is still with his aunt and uncle John and Rebecca. Address shows as 31 Bark Hill Bewdley but looks like Bank Hill on the original image. John is now shown as a farmer of 15 acres employing one man. Edwin is shown as ag. lab so probably he's the one man.

I can find no trace of Annie/Emma Beaman on 1881 or 1901 census though.

There is a marriage in Kidderminster in 1906 to a Charles Mills.

The only birth I can find in 1854 Kidderminster was for Emma Beaman
1st qtr 1854 ref. 6c 264

On the 1861 census there is an Emma Ann Beaman born 1854 Kidderminster. Quite often second names were added at the christening after the birth registration.

Rebecca Beaman
Emma Ann Beaman niece
Edwin John Beaman nephew

John is a marker gardener and address shows as Bank Hill Bewdley


On the 1871 census they are all still together at the same address.
