This is what it says in my genealogy encyclopedia (wouldn't be without it):

Children adopted in Scotland after 1931 can apply for information about their original birth entry by writing to The Adoption Unit, New Register House, 3 West Register Street, Edinburgh, EH1 3YT. They need to provide details of their adoptive name, date of birth and full postal address.

NB this implies that only the adopted child can apply, not anyone else.

The General Register Office for Scotland has advice about tracing adoption records on its website at www.gro-scotland.gov.uk/regscot/adoption/html

The encyclopedia also mentions a charity called Birthlink, their website is www.birthlink.org.uk

National Archives of Scotland may also have info at www.nas.gov.uk/guides/adoption.asp

Hope this helps.
