Gaurdian Ad Litem

If a child had a Gaurdian Ad Litem would that child be a ward of court?
and if this was so would that mean the child could be adopted with out the birth fathers consent?
I have just read a thread on the tips board which mentioned this.

Guardian ad Litem is a person appointed to act in a childs best interests

Does every child who is adopted have a Gaurdian Ad Litem,
even when the birth mother and step father Adopts the child.?
I hope I have worded this in a better way.

Ad litem is a term used in law to refer to a party appointed by a court to act in a lawsuit on behalf of another party—for instance, a child or an incapacitated adult—who is deemed incapable of representing themselves. An individual who acts in this capacity is called a guardian ad litem. This term is no longer used in the United Kingdom since the passage of the Children Act 1989, which established the role of children's guardian instead.
