Can any one help me find my past, I have an address for a relative but they are not on 2009 roll, I think they moved.

Not quite sure what answer you are looking for.

If there is someone else at the address on the Electoral Roll, then clearly the person you want isn't there any more.

The only other suggestion is to check the phone directory in case that have registered a new address.

They may have ask not to be put on list for people to see.

I have done that.

But if its another name at address then they have moved.
