how can I access old hospital records in liverpool

This raises a question with me. How long after a person has died can you access their medical records, if at all? I ask, cos a family member has just told me that my dad was a twin, but the twin never developed in the womb and only my dad was born. But some months later my dad had growths develop upon his body which were said to be body parts of the supposed twin, and had to be removed. I am talking 1920s. Over a period of a few years the growths involved skin, hair, teeth and bones. The growths were mostly on his head so I am told. |
