Can someone advise as to how to establish the circumstances of this death. If shipping accident or individual overboard type drowning.

As you presumably know the name and possible home area for this person, the local newspapers for that region might have reported on this.
The main library for that town may have old newspapers on film reels.

Quite likely.
Do you have a copy of the death certificate?
Was the coroner involved? If so, there is likely to be an inquest report in the paper.
