What would you assume from these?

William was Samuel's father but Samuel was the head of the extended household and possibly William's father?

The first part of the information you give is from the 1881 census - Samuel is head of household and his wife is called Ann. Samuel and Ann have a son called William, amongst other children.

The second part looks like Samuel's christening from the IGI and William and Sarah are Samuel's parents.
