Because it is free on other sites so GR can not make money from it

Thank you everyone regarding 1881 census but does anyone know why GR don't include it if it is available on other sites?

Also no images on IGI either

Technically, it's the transcriptions that are free. E.g., you still need an Ancestry sub to see the actual page image.
