I assume you mean they are joined together. If it were me, in my photo programme I would make a couple of copies then one copy I would crop to one photo and the other copy to the other photo. Then I would turn the upside down one the right way up. But that depends on you having a photo programme of course.

I suppose you could print them off, separate them then re-scan!
(I have done this, but then I am pretty computer-illiterate!)
Or better still get your sister to re-send them separately!

So do you have a photo program you can view/edit them on?

In Windows versions up to XP (I can't speak for Vista or 7) you should find an accessory called "Paint". This is a fairly basic utility but later versions will display and edit photographs in bmp. jpg, tif and other formats. The only snag is it doesn't have a facility to resize the screen image without affecting the original.

But if the photos are not too big it might be worth a try. Load the file and if it doesn't take up much more than a full screen you could be in business. If you can adjust the view so that all the upside-down photo is on screen you can then use the select tool (dotted rectangle on the toolbar) to select it. by clicking and dragging with the mouse. Then click on 'image', 'flip/rotate', 'rotate by angle', '180 degrees' and 'OK'. Job done! Both photos should now be the right way up.

You can also select them separately, copy and paste them into new files and even print them from Paint.

Otherwise download free program Picasa. It's excellent for editing, and managing your photos.
