are you looking to view it or just looking for someone? If it is that latter, Whirley does look ups on the electoral roll.

As Joan says, the older records are found in their particular area.
As far as I know there is no easy package that enables you to look up for eg. Manchester, Dover and Bristol areas all in one go except for in more recent years.
