You say your Sarah Ellen was daughter of Clement Wheat & Jane Millington? There's a tree on Ancestry that has Jane Millington remarrying Richard Finney in 1903. However there's no daughter Sarah born to her first marriage to Clement Wheat.

The death of Fanny Wheat that Marion found 1956 matches the age of Fanny Wheat on the 1901 census.

I have to disagree with what SatNav says re: the 1901 census. Head of household is George Dale, George Wheat is his son-in-law, married, Fanny Wheat, his daughter married to George Wheat. The Wheat children belong to George & Fanny and are listed as grandchildren of George Dale because he is head of the household.
Don't know why the transcriber has called the children step-children when they were grandchildren.

It's possible that she was registered under another name if her mother married again to a Mr Wheat.
