If you are looking for the death of a British subject in Belgium you may find that the death was registered at the Britsh Consulate/Embassy. If so you may be able to locate the details in one of the various GRO overseas indexes. These are available online via a couple of subscription websites. Findmypast and Family Relatives both have these indexes. I think they are free to browse on Family Relatives once you have membership.

If however you are looking for the details of the death of a Belgian national in Belgium then I cannot offer any help.
