A good candidate for Googling

The Calcutta Port Commissioners were established in 1870 and were responsible for the administration of the port.

I suspect that an Inspector would have been just that, responsible for checking the port facilities were run, managed and kept in order, reporting back to the Commissioners.

The Calcutta Port Act was enacted in 1870. The British Crown brought the Port of Kolkata's (Calcutta) affairs under the administrative control of the government and appointed a Port Commission. Responsible for improving the port, ships and shipping, the Commission included nine representatives of government and trade in old Calcutta.

The Calcutta Port has developed from simple river moorings to a complex pattern of moorings, river side jetties, anchorages and dock systems. Right from the Sagar Anchorage to Kolkata, on a strech over 150 kms of the river, there are river side jetties, impounded docks and other port facilities built over a time span of nearly 140 years of service.

The Board of Commissioners created by the British in 1870 ran the Port of Kolkata until 1975 when India's Major Port Trust Act of 1963 came into effect.

Your bloke obviously worked as an inspector for the Commission.
