If you google Charlotte rowe, it picks up quite a bit.

To be honest the only way to be 100% sure would be to get 2 of the childrens B/C

Some rowe family are in a workhouse in erpingham 1891. Could be a link
to a change of name?

Yes Julie and Allison that looks to be him---I saw that so the enumerator must have mad a mistake with the Christian name----I like to be doubly sure don't you??

Seems that Elizabeth & Charlotte could be the same person if this is his marriage

the only one i can find that matches is in free bmd and is henry john, married to a charlotte maria 1888 erpingham.

On the 1891 Census for Haswell I have Henry J Fowle married to Elizabeth M Fowle with son Percy age 1 year all born in Norfolk
1901 Census shows Henry J Fowle married to Charlotte M Fowle b Norfolk living in Hetton le Hole ,Co Durham.
I can't find a death For Elizabeth so do I wonder if it is a mistake on the enumerators part
