Is it possible to find out on the web who was living at an address in England in about 1922

There are some directories available on the web but these tend to be Trade Directories, so in general for private addresses, no there isn't

Try contacting the main library for the area and ask if they have a copy of the Electoral Roll for that year. They might even be willing to look it up for you.

Remember only those eligible to vote will show up - males over 21 and (mostly!) women over 30.
