Just had a thought - you might mean Victoria, Australia or Victoria, Canada. If so, they're a very different kettle of fish and you need to make your request very clear, and put it in your title.

This is actual parish records for Durham Northumberland,,,Cheshire, Norfolk and stuff for Wales,
Not all ares of these parts are covered but Iv been lucky enough to find quite a lot. No search facilty so you have to wade through it but its wonderful to read all the old writing,

There is no single site that 'is the best' - a lot depends on which areas you are interested in as to what the coverage might be.

In addition to Ozi's suggestions, you might want to look as Free-Reg, a sister site to Free BMD and the Online Parish Clerks Project. Ancestry has good coverage of thew London Metropolitan Area as part of its Premium subscription package.

I'm presuming you mean England. If you're looking for births, deaths & marriages then registration started in the latter half of 1837 and the best website for that is freebmd.org.uk. All the Victorian era is transcribed as much as possible.

If you're looking specifically for church records then the local family history society for the area is the best way to go if you haven't already googled. Some places do have records online.

The Morman website familysearch.org does have some Victorian era records.
