1881 Census Military

Hi there
I am trying to find a soldier, who idoes not appear in the 1881 census. From the Chelsea Pensioner records, I see that he was in Fermoy, Ireland in Dec 1880. If he was still there when the 1881 Census was taken, where would this Census record be found. Any advice much appreciated.

Irish Ancestors /Census records
Irish census returns - full listings. ... Those for 1861 1871 1881 and 1891 were completely destroyed earlier, by order of the government. ...

I thought it would be something like that. It seems our government has always had a problem holding on to the records that they insist on collecting from us.
