	"Submitted" means someone's sent it in. Like it says, you may be able to contact the submitter via the source information. Alternatively, since you know it's a will, you could try contacting the county records office: http://www.schohariecounty-ny.gov/CountyWebSite/CountyClerk/countyclerkhome.html
