Confused With A Son in Law

Son in law was used interchangeably with what we would call step son.

My x3 great grandfather Paul Buckley is living with his brother in 1871 but they have seperate surnames. Edwins is Blackburn and Pauls is Buckley. If I go back through the census' the relationship for Edwin is changed from son to son in law. But when I get to the earliest census he is on aged 4 he is still down as a son in law. Did this mean something different back then?
