I am just about to order my first certificate via the GRO. would this sound a correct reference 10b 130?

yes it all part of the GRO ref
you need

type of cert
name
tick the box that asks if the GRo ref is known .
then you specify where asked
year
quarter
district
volume ie10b
page nos ie 130
