Master Mariner

I believe that the term master mariner was a person with a captains ticket working in the merchant navy rather than the royal navy. Royal Navy personnel were more often described as sailor rather than mariner.

My father was a limited master mariner.
His ticket was only valid within Southampton waters.
So a master mariner is someone who has passed the exam,
It does not have any other meaning,on its own.

If you Google "Master Mariner" it gives you a very detailed definition from Wikipedia as its first entry.

I am looking for the meaning of the term Master Mariner.
The gentleman concerned was one William Trego age 37 in 1951 Did he serve on a vessel or would he have been office bound. Please help if you can. Thank you. M
