I didn't think the law was involved. On the site below Guy Etchells says:

"...releasing the census would purge misconceptions raised by a previous Registrar General, Len Cook when he pledge on the 1981, 1991 census that the schedules would remain closed for 100 years. A pledge he later admitted in a letter to parliament he had no authority to give."

Not sure what else you can do. It's tricky to advise anything else without knowing who they are. The only other avenue as mentioned before is to look for any births, marriages and deaths of the family. If you want to put details on here I'm sure folks will do their best to come up with something if it's possible, though I have a feeling you might have explored everything already.

You need evidence from birth, marriage and death certs. If you have addresses you can also search electoral registers. They are a little bit limited, especially up to 1919 as virtually no women had the vote till then, though most men did. In 1919 all men over 21 and women over 30 got the vote (women over 21 in 1929).
There are also a few records of businesses and some residents in Kelly's directories.
Generally speaking you need to go to where the records are kept.
What area are you looking at?

or actually more likely 2022, as it takes about a year to get it transcribed and on to the internet

unless the petition and pressure to have it released earlier is successful

then it would be some time between next year and 2022
