I have Electoral Rolls 1990-1999, message me all of their names including middle names if you know them.. and approx ages and also what town you think they may be in.

You will only be able to find the names of eligible voters who lived at a known address.

There are no searchable name indices, at libraries, so from what you say in your second post, not knowing which library / area to start with, searching the Electoral Rolls does not appear to be a viable option in your case.

Not sure if I'm missing something here but if you have their address in 2003 you can find the library nearest to that address if you google the area.
The British Library hold a set of all the electoral registers and for later dates if I remember correctly you can just go there and search them. It's the early ones that they don't keep onsite so you need to request them before you visit.
