Must be a mistake given the age is 9 months. William already had a daughter Sarah Ann Gilbert who was staying with her uncle and that age fits in with Louisa's birth:

Hi all
I have a Sarah Ann Clifton aged 9 months in the 1861 census as a border living with my Gilbert family in Misterton Notts, there is also a Zillah Clifton in the same house down as a house keeper. I know Zillah had a daughter called Louisa Harriet Clifton in 1860 but she isnt in the house with her mother but this sarah ann clifton is, i cannot find Sarah Ann Clifton in the 1871 census or later can any one shed any light on this for me please.
