I have been to my local library (Birkenhead) to try and locate when an ancestor of mine (James Vance Barr) moved home between 1881/1891 cenus and then use this to backtrack when he first moved to Birkenhead from Scotland.

I accessed the street directories, however he was not listed in any section, his occupation in 1881 was a railway man, and he worked on the dock railways.

Does anyone know if people had to sign up for the directories or if some occupations were not listed ?
