Does anyone know where I can get a good map of English counties online as trying to work out how close some of them are?

There is a map showing 1851 parishes and counties at:
http://maps.familysearch.org/

It's not a very good map - cities aren't shown, so it really has to be used in conjunction with a modern map.
Also, the County of London didn't exist back then - it was mostly all Middlesex or Surrey.

Can anyone please tell me if Windsor is on the border of Berkshire and Bucks?

It's close.

This gives you a good idea.

Yes, it is - Windsor's in Berks and Eton's in Bucks - they're at most 20 min walk apart - the Thames forms the county boundary there, and you'll recall from jig-saw puzzle pictures how close the castle is to the river..
