The census says that it's Royal Navy. His record may be here, in the Registers of Seamen's services. There's a record for a James Collins born London in 1844 and one born in London in 1843! You can download the records for £3-50 each.

He was born in 1844 James Hartley Collins and the 1871 census records him on 'Monarch' Portsmouth Dockyard. You were kind enough to reply yo my original query and posed the question Royal or Merchant, but I am unsure how to find out.
