British subjects born overseas

Does anyone know how I could find the birth certificate of a British subject born in France (possibly in Paris) in 1881/2?

It could be HAROLD DILKE or HAROLD HENEAGE DILKE.

Thanks anyway, Colin! I wouldn't be surprised if the birth isn't registered as the child was illegitimate and the mother was a baronet's daughter...
