I doubt that he would have appeared on an ER (google electoral franchise to see why) and there wouldn't be any other records available.

In the extremely unlikely event that he was eligible to vote, you'd have to know the address at which he was registered to be able to search

It may simply be that he married a woman whose birthplace was Abergavenny..................what was his occupation? Would that have entailed moving around the country?

Did he really marry when he was 9? I guess not!

What about tracking down James' siblings and parents to see where they were in 1911? Might give you a clue as to why he left Battersea.
