I have only just seen this posting but I have found the following website to be very helpful

Not sure if your relative was in this part of East Anglia but you could give it a try. My own search provided me with a list of all the publicans from 1830 to the present day.

Does anyone know if such a thing exists? I found some information for victuallers in Warwickshire but I am looking for info in East Anglia.
