Overseas Military 1911 Census

contrary to popular belief Royal Navy personnel whether in port or at sea any where in the world where included in the census's 1841? to 1911, but i am not sure when they included Army personnel serving abroad, but i have found my Army rellies on the 1911

Edit, royal navy started in 1861 from the search criteria on ancestry
their is also a category misc ships at sea and abroad

The records for the military establishments overseas cover around 135,000 soldiers based at 288 bases, while the naval records include around 36,000 naval personnel on 147 Royal Navy Ships overseas.

Excuse my ignorance but how do you find out if someone was overseas in 1911? I thought the census was only for England or UK Is it because someone at the English address told the enumerator?

I'm sure someone out there will be able to help.
I have just found a relative who was in the East Surrey Regiment on 1911 Census. Under the Enumerator information it states address as ' Meiktila A E Fishchl Captain'. I have no idea what this means other than I understand Meiktila is in Burma , does this mean that was where he was stationed at the time.
