County numbers on census form ?

Hi when a census has numbers written over the birth county , in my case its the 1911 in Grimsby. The person was born in Yarmouth, written over it in red is 171 ? I have had no luck finding my person on earlier census for Yarmouth Norfolk yet, was just wondering if 171 is significant - Yarmouth 's elsewhere ?Thanks Jayne |

The writing is the enumerator cross refs his info so he knows where/ what to pass on ,the ref 171 is probably a code that they used as has no significance other than to the enumerator |
