If you know where he was born you must have him on a census. Are his parents listed?

Edward Collins is a deaf and dumb to born in France in 1852/53. I want to know where is he living in France or other place in Jersey and who is father/mother of Edward Collins. He married Hannah Oxborough in Norfolk in 1878.
