She is entitled to have her adoption file which would give her birth name. Only she can apply for them though

Hi I am trying to find my mums family. Born in 1939 As far as she knows she was adopted in 1940 Exeter. She doesn't know her birth name. How would i find out who her family is? She has been told her mother died in childbirth having her and her father was killed in the war, we are not sure if this is true. She was also led to beleive her mother may have been a single girl.
any help would be appreciated
