Not only would you need the address but you might also need to know which ward the address is in.
But if you know the area and the local library or Archive, they can do a seach for you. Usually a fee for this service, but if you really want to know the details from the Electoral Roll then it could be worthwhile.

But you will not get much, just the name and names of others at same address. And that is all. Of course that could be the information you want.

Other than the London ones on Ancestry have never come across any online

Usually they are at the library nearest to the address

No those arent online . You would need the local main library for the area and know the address because they arent searchable just by name
