As far as to why children were "Fostered" out then probably the most likely answer would be for economic or health reasons.

As far as about whether there is a way of finding out that would depend upon when it happened. Did this happen within the period covered by available census records for example.

My understanding of the term "Foster" is that essentially it is intended as a temporary condition. Do you know whether the children concerned ever returned to live with their parents?

I think that in your situation I would make further enquiries from the source of your information to try to establish the reasons why this happened and what ultimately happened to the persons concerned. Being a sceptical so and so I would also try to obtain corroborating evidence from another source.

The problem with family stories is that they are not always 100% true.

Dont forget lots of children were evacuated in the 1940,s so effectively fostered out .

I wasn't with my birth family from Sept 1939 to Jan 1946 with a few months at home in c1943 when I was sent home to be later re evacuted.
