Confused- Irish marriage pre 1864

I am trying to access a copy if this record

When I try to fill in the form on HSE.ie you can only select as far back as 1923. I can see this marriage was registered but when I inquired the HSE.ie have said no records pre 1864 and i would need to contact the church. But its a civil record and I thought if it is non religious - which I assume it was since it has been recorded- they were actually recorded by this time. Sorry long confusing waffle but basically my question is how can I get the certificate for this marriage? Who can I contact?
Hope someone can help! :)

Hi Reggie, thanks for this! I think you are on to a winner with the Goggins as Iknow that Catherine had a sister called Mary. The Enoch info is also my assumption since I discovered his father was called James. Its certainly given me some new lines of enquiry :)

For Ref....
1851 Census shows place of birth for John Goggin as Fultinglass Ireland...

I suggest this should be Baltinglas which is SW of the Co Wicklow near the border with the Co Carlow....given that his wife and daughter give Co Wicklow as their place of birth it would be worth looking in that area for the Goggins....

Thanks Eringobragh I will bear this in mind. Now I have to work out how Catherine ended up in Ireland again to get married if that is her family in Manchester :)
