Is this on line? Or does one have to go to the city in which the Library is housed?

The National Library of Scotland have this in their digital library. It's searchable by name, location and date. Businesses are shown and in the later issues of city guides, individuals at their home addresses. The NLS collection of maps, including old O.S. maps are particularly useful.
