irish electorla register

Hi, can anyone tell me why a name I have been searching for is listed on the electoral register in Ireland 1939-1940, but there is no house number listed for her. There is some mystery surrounded her parentage, so was wondering if this might be a reason? She would have been 8 or 9.

Thanks

Alyson

Actually, I have just realised that if this was the same person she wouldn't have been on the register as she wasn't old enough to vote! Sorry...brain is frazzled!
